Pension Payments for Retirees Living Abroad

According to Пенсії (RSS): Ukrainian pensioners residing temporarily abroad or in temporarily occupied territories can continue receiving payments in 2026, but only if they meet specific conditions by December 31, 2025. These requirements, established by Cabinet of Ministers of Ukraine Decree No. 299 adopted on February 11, 2025, mandate either undergoing physical identification or submitting a formal declaration of not receiving a pension from the Russian Federation. This policy is designed to ensure pension integrity and prevent dual payments in complex circumstances.

Conditions for Receiving Pension Benefits

Failure to comply may result in the suspension of pension payments starting January 1, 2026. The legal basis for these measures is found in Article 47-1 and Clause 14-4 of the Final Provisions of Ukraine's Law 'On Mandatory State Pension Insurance'.

  • Completion of physical identification by December 31, 2025, for those temporarily outside Ukraine or living in occupied territories.
  • Submission of a formal notification confirming non-receipt of a pension from the Russian Federation for individuals in or displaced from temporarily occupied territories.

If payments are halted on January 1, 2026, they can be reinstated once the required conditions are fulfilled.

This initiative is part of the Ukrainian government's broader efforts to maintain oversight of pension disbursements during the ongoing war and occupation.
