According to ХВИЛЯ: The Pension Fund of Ukraine has detailed the method for determining housing subsidies, which relies on the average monthly income of a household. This calculation considers specific income periods and types of earnings to accurately assess eligibility.

Income Periods and Types Included in the Calculation

The timeframe of income considered depends on when the subsidy is assigned. For subsidies granted at the start of the non-heating season, income from the third and fourth quarters of the previous year is included. When the subsidy is assigned from the beginning of the heating season, income from the first and second quarters of the current year is taken into account. If the application is made outside the start of these seasons, the two quarters immediately preceding the application month are used for the calculation.

The total household income includes the following sources:

• Net salary after personal income tax and military levy deductions;
• Military pay without military levy deductions;
• Pensions;
• Lifetime monetary allowances for retired judges;
• Unemployment benefits;
• Insurance payouts;
• Scholarships, excluding social scholarships for orphans and those deprived of parental care;
• Social payments, unless excluded by law;
• Money transfers received from abroad;
• Dividends from securities;
• Other incomes reported to the Pension Fund by the State Tax Service;
• Self-declared incomes, even if not recorded by the tax authorities.
