Heating Subsidy Campaign Begins

According to ХВИЛЯ: The Pension Fund of Ukraine has kicked off its subsidy campaign for the purchase of firewood and liquefied gas, covering the 2026–2027 heating season. It is crucial to note that these subsidies are not automatically assigned-eligible individuals must actively submit an application to receive support. The payment amount will be calculated on a case-by-case basis, depending on the applicant’s income level.

Who Can Apply for the Subsidy

Several groups of people are eligible to apply for this assistance:

• Individuals officially registered or with a declared place of residence in a home;
• Tenants with a valid rental agreement;
• Internally displaced persons holding an IDP certificate;
• Self-build homeowners whose properties are not yet officially registered;
• Owners with separate utility accounts.

Income calculations are based on steady monthly earnings. One-time payments and aid from international organizations are not counted as part of total income. For example, alimony received is included, while alimony paid (with supporting documents) is deducted from the income total.

The social housing standard used to determine subsidy eligibility is 13.65 square meters per person, plus an additional 35.22 square meters per household. However, the total living space cannot exceed 230 square meters.

Alona Krasnova, Deputy Director of the Department for Pension Provision, Insurance Payments, Social Services, Subsidies, and Benefits at the Pension Fund of Ukraine, stated: 'The living area of a residential building must not exceed 230 square meters.'

To apply for the subsidy, applicants must submit a package of documents, including an application form and a declaration. In certain cases, a rental agreement or an IDP certificate may also be required. Decisions are made within 10 working days, and rejections can be appealed in court. Applications can be submitted at Pension Fund service centers, Administrative Service Centers (TSNAPs), local rural community offices, or remotely through the Pension Fund’s web portal.

As Alona Krasnova explained, 'A housing subsidy is a targeted state benefit provided to citizens who legally reside in Ukraine and cannot afford to pay for housing and utility services due to low income.' This highlights the importance of such support for those facing financial hardship.

Launching heating subsidies is a key step in supporting vulnerable populations, especially amid rising energy prices. By offering targeted assistance, the program aims to ease the financial burden on households struggling with utility costs. Importantly, the application process requires active citizen participation, which may also help raise public awareness about available social support options and individual rights.
