Scanned Paper Workbooks Still Accepted After Transition Deadline

According to ХВИЛЯ: Ukraine's Pension Fund will continue to accept scanned copies of paper employment records even after June 10. This move is part of the broader shift to digital employment tracking, which began when the law on electronic recordkeeping took effect on June 10, 2021. While the official transition period for entering data into the electronic Register of Insured Persons formally ends on June 10, the option to digitize workbooks remains available going forward.

To date, over 10 million paper employment records have been digitized, with roughly 1.5 million left to be converted into electronic format. This highlights significant progress in adopting digital recordkeeping, even as paper versions of workbooks have lost their relevance for official accounting. However, entries from past periods remain valid.

Official Comments and Next Steps

Oleksandr Maletskyi, Deputy Head of the Pension Fund of Ukraine for Digital Development: 'By June 10, employers and citizens can digitize paper workbooks on the Pension Fund's web portal for electronic services. However, after that date, this option will still be available.'

The Pension Fund's decision to keep accepting scanned workbooks after the formal end of the digital transition demonstrates its willingness to adapt to public needs. Digitizing employment records is a key step in modernizing the social security system, paving the way for more transparent and efficient tracking of work history. This change could also simplify access to pension benefits and other social services for Ukrainians in the years ahead.
