Ukraine's Pension Fund Clarifies Rules for Reviewing Pension Payments

According to ХВИЛЯ: Ukraine's Pension Fund has issued a clarification on the process for recalculating pension payments. Due to errors or incorrect data, some retirees may be required to return overpaid funds. Under certain circumstances, payments can be recalculated, suspended, or stopped entirely. A portion of Ukrainian pensioners may face demands to repay previously received funds to the state in 2026. This move is part of broader efforts to ensure the accuracy and sustainability of the pension system.

Reasons for Repayment and Changes to Benefits

Recalculation and repayment demands threaten those whose pension was granted based on incorrect information from an employer or due to the recipient withholding relevant details. Pensioners are obligated to inform the Pension Fund of any changes that could affect their payment amount. This specifically includes:

  • a change of residence;
  • official employment or termination of employment;
  • starting or ceasing entrepreneurial activity.

Moving from a designated mountainous settlement automatically cancels the corresponding pension supplement.

Certain supplements are only for non-working pensioners. The right to these extra payments ceases upon official employment. For recipients of service-length pensions, if a person returns to work in the specialty that granted them early retirement, pension payments are stopped completely. Other grounds for reducing payments include:

  • loss of war veteran status;
  • employment of persons receiving supplements for minor children;
  • a child receiving a survivor's pension being removed from their educational institution.

Payments to a bank account can be temporarily suspended if no financial activity is recorded for a long time or if the pensioner ignores mandatory physical identification. To resume payments, the recipient must submit an application and complete a verification procedure in person, via electronic services, or through a video call.

According to Pension Fund representatives, legislation mandates the repayment of overpaid sums. If this does not happen voluntarily, the funds can be recovered by a Pension Fund decision or through court proceedings.

Experts from the agency also emphasized that specific supplements are intended only for non-working pensioners and cease upon employment. The Supreme Court has ruled that arbitrary cuts to pensions are illegal.

These changes to the pension calculation mechanism underscore the importance of accurate information from retirees and clear communication with the Pension Fund. In conditions of economic instability and heightened scrutiny of public spending, retirees must be particularly attentive to changes in their circumstances that could affect their benefits. Such measures also reflect ongoing state efforts to optimize social program expenditures, a pressing issue in Ukraine's current economic context.
