Identification of Pensioners Abroad

According to ХВИЛЯ: Ukrainian citizens of retirement age who are abroad or in temporarily occupied territories must undergo the identification procedure by the end of 2023. Otherwise, starting January 1, 2024, pension payments will be suspended. This decision is a consequence of a Cabinet of Ministers resolution adopted before February 24, 2022, which requires pensioners to confirm their identity.

As of the end of December 2023, nearly 400,000 citizens have completed identification. Oleksandr Maletskyi, a representative of the Pension Fund of Ukraine, noted:

"Pension payments will be suspended until the person is identified and the pension restoration procedure is completed." - Oleksandr Maletskyi

He also confirmed that for those who have signed up for identification, payments will continue until the procedure is conducted, ensuring that they do not lose out.

Methods of Undergoing Identification

The identification procedure can be completed through several methods:

  • The electronic services web portal of the Pension Fund of Ukraine
  • Video conferencing
  • Diplomatic institutions

In 2025, nearly 100,000 people used the electronic services web portal of the PFU, indicating a growing popularity of this method.

Nevertheless, all pensioners abroad should pay attention to this procedure, as its late completion may lead to financial difficulties in the new year.

The importance of undergoing identification for pensioners who are outside Ukraine highlights the necessity of adhering to the administrative procedures established by the government. This initiative aims to ensure control over pension payments, especially in times of war and socio-economic challenges. Pensioners are advised to pay attention to the available methods of identification to avoid problems with receiving pensions in 2024.
