Automatic Utility Bill Reductions Begin January 1st for Ukrainians Affected by Attacks
Automatic Recalculation of Utility Bills in Ukraine
According to Главком: Starting January 1, 2024, utility providers in Ukraine will automatically recalculate bills for services that were not delivered due to enemy shelling. This policy applies specifically to:
- heating,
- water supply,
- and waste removal.
Service providers and utility companies will carry out this recalculation without requiring additional applications from consumers. The adjusted amounts will appear on bills issued in February.
Government representative Yuliia Svyrydenko stated that 'the recalculation must be performed by the service providers and utility companies themselves. This should happen automatically for the period starting January 1, without additional applications from people, and be reflected in the bills as early as February.'
She further emphasized that consumers should only pay for services they actually received, and if there was no heat or water due to enemy attacks, they should not have to overpay.
The State of Utility Debt in Ukraine
As a reminder, as of early November 2025, there were 794,604 active proceedings regarding utility debt in Ukraine. Of these cases, 60%-amounting to over 476,000-were closed without the debts being collected. The automatic recalculation of utility bills is therefore a significant step toward ensuring fairness for consumers.
This measure reflects the Ukrainian government's efforts to protect consumer rights under the difficult conditions of war. For context, the ongoing conflict has frequently disrupted essential services, making such financial adjustments crucial. This innovation not only aims to reduce the financial burden on the population but may also help decrease the number of debt proceedings arising from unfair charges, contributing to social stability during the prolonged conflict.
