Plan for the Construction of a Paid Highway in Ukraine

Ukraine plans to build the first paid highway that will connect Kovel with the Yagodin-Dorohusk border crossing with Poland. This project will be the first example of a toll road in Ukraine, which could significantly change the transport infrastructure in the region.

Deputy Minister of Community and Territorial Development Serhiy Derkach stated that the project is being considered through the mechanism of public-private partnership. The reconstruction of the route will involve expanding to four lanes, which will provide more comfortable conditions for drivers. The Polish side is also constructing a highway, which may be extended to Kovel, further increasing the importance of this route.

Maintenance of the new route is planned to be transferred to private companies under concession terms. This is an effective way to attract investments into the project. However, before construction begins, it is necessary to determine the number of vehicles to develop a financial model.
