New assessment system for functioning: results of the first year of operation

According to Міністерство Здоров'я: As of January 1, 2025, a new system for assessing everyday functioning began operating in Ukraine. In the first year of its operation, over 580 thousand cases were resolved, and the average waiting time for a decision was reduced to less than 19 days. Thus, the system is now working significantly more effectively than the former MSEC, providing a more transparent and humane approach to the assessment process.

For citizens, this transition means a more convenient and quicker way to receive assistance. Instead of a convoluted system, now it is enough for a doctor to issue an electronic referral, and the expert team will make a decision. All documents are stored in the electronic system, and data is transmitted between the relevant authorities automatically. Moreover, people have been given the opportunity to choose healthcare institutions not only by their place of registration but also by their own choice from a list available in the Ministry of Health app.
