PFU takes on 39 payments: who is already affected by the innovations from July 1

According to hvylya.net: Starting from July 1, 2025, a large-scale reform of the social payment system took place in Ukraine. Now the Pension Fund has taken on the authority to provide 39 different types of state social benefits and scholarships that were previously provided by local social protection authorities.

Among the payments now administered by the PFU are assistance to internally displaced persons, support for those affected by the Chernobyl disaster, aid to families with children, and socially vulnerable categories of citizens.

Full list of social payments transferred to PFU:

Assistance to displaced persons and those affected by radiation accidents:

• Monthly assistance for living for internally displaced persons
• One-time assistance for citizens evacuated from the Chernobyl Nuclear Power Plant zone
• A comprehensive package of compensations and benefits for participants in the liquidation of the Chernobyl disaster
• Annual assistance for rehabilitation for those affected by radiation exposure
• Compensation for preferential meals for Chernobyl clean-up workers of the first and second categories
• Assistance upon dismissal or transfer to a lower-paid job
• Payment for additional vacations and supplements for employees in the exclusion zone

Support for families with children:

• State assistance for the birth of a child
• Assistance for children of single mothers
• Assistance related to pregnancy and childbirth
• Assistance for child adoption
• Support for large families
• Assistance for children under guardianship or custody
• Assistance for children with severe illnesses without an established disability

Social assistance to vulnerable categories:

• State social assistance to persons not entitled to a pension
• Assistance to persons with disabilities and for their care
• Assistance to low-income families
• Temporary assistance to persons of retirement age who are disabled
• Social scholarships for students

Transparency and Efficiency

An important feature of the reform is the preservation of the continuity of payments. Those already receiving social assistance will continue to receive payments in the established order. Applications submitted to social protection authorities that have not yet been considered will be reviewed by territorial bodies of the PFU.

The legal basis for the innovations consists of three resolutions of the Cabinet of Ministers from June 2025, which detail the mechanisms for assigning and paying social benefits through the Pension Fund system. This centralization is aimed at increasing the efficiency and transparency of the social protection system in Ukraine.

This will simplify the process of receiving assistance for the population and will contribute to the effectiveness and transparency of the country's social protection system.
