Updated Rules for Social Assistance ID Cards Approved by Ukraine’s Pension Fund
According to Пенсії (RSS): The Pension Fund of Ukraine has introduced a new framework for applying, producing, and distributing identification cards for state social assistance recipients. This initiative, part of broader efforts to streamline administrative processes and enhance service accessibility, aims to reduce waiting times and simplify interactions for citizens. The updated order was ratified by the Fund’s board on March 20, 2026, and took effect on May 1, 2026.
Application and Issuance Process
Individuals must submit their applications in person at a local Pension Fund office, either personally or through a legal representative. Once technical capabilities are fully implemented, applications will also be accepted via the Fund’s web portal. Each application must include a color photograph of the recipient (and of the legal representative if applicable).
Photo Specifications and Replacement
Photographs must meet the following requirements:
- Dimensions: 30 mm high by 25 mm wide;
- File size: between 20 and 24 kB;
- Face coverage: 70–80% of the photo;
- Background: solid white;
- No extraneous objects in the frame.
When replacing an old card, holders must return the previous one to the local Pension Fund office if it is still available. A new card is issued if the former document is damaged, lost, or if its validity expires but the assistance period continues.
The revised procedure for issuing social assistance ID cards is designed to simplify bureaucratic steps and improve access to services. Allowing online submissions through the Pension Fund’s portal marks a key step in the digital transformation of public services, potentially cutting queues and wait times for benefit recipients.
In addition to the updated rules for ID cards, the Pension Fund has also recently introduced new identification options for social assistance recipients. This move is part of a larger initiative to enhance the overall efficiency of social services, ensuring that beneficiaries have access to the support they need without unnecessary delays.
