Ukrainian businesses received 165 billion in loans: how it works
Since the start of the use of portfolio-based state guarantee instruments in December 2020, small and medium-sized entrepreneurs have received over 51,000 loans totaling approximately 165.5 billion hryvnias. In October 2025 alone, 560 loans were issued for a total of over 2 billion hryvnias. As of November 1, 28 creditor banks are servicing over 22,000 loans amounting to around 78.5 billion hryvnias.

With the help of the portfolio-based state guarantee instrument since December 2020, small and medium entrepreneurs have already received significant support by obtaining reliable loans. This has allowed them to develop their businesses and contribute to the economic growth of the country. Conversely, as of October 2025, the number of loans issued continues to grow, indicating a sustained demand for financial support among entrepreneurs.
