Increase in Excise Taxes on Petroleum Products in Ukraine

According to ХВИЛЯ: In 2026, Ukraine will implement an increase in excise taxes on petroleum products, leading to a rise in fuel prices. According to the new regulations, starting from January 1, 2026, excise taxes on all types of petroleum products will increase, affecting the final price for consumers.

• The excise tax on gasoline will increase from 271.7 to 300.8 euros per thousand liters.
• The excise tax on diesel fuel will rise from 215.7 to 253.8 euros per thousand liters.
• The excise tax on autogas will increase from 173 to 198 euros per thousand liters.

It is expected that the average increase in prices for gasoline and diesel fuel will be 2-3 hryvnias per liter, while automotive gas will rise by 1-2 hryvnias per liter.

As of December 2023

As of December 10, 2023, the average fuel prices in Ukraine are:

• Gasoline A-95 – 58.35 hryvnias per liter
• Gasoline A-92 – 56.75 hryvnias per liter
• Diesel fuel – 58.38 hryvnias per liter
• Automotive gas – 35.36 hryvnias per liter

Yuriy Shchedrin noted that 'all these taxes, the increase in excise taxes will directly reflect on the price for consumers and will be included in the cost of fuel'.

The introduction of new excise rates on petroleum products in Ukraine is part of the state financial policy aimed at filling the budget. The increase in excise taxes may also affect inflationary processes in the country, as rising fuel prices could lead to higher transportation costs for goods and services.
