According to Главком: The increase in railway tariffs in Ukraine raises concerns due to the reduction of freight transportation and loss of revenue, which can have negative consequences for the economy during the war. In conditions of martial law, an increase in tariffs could lead to an even greater decline in freight flows, adversely affecting businesses and the overall economic situation in the country.

In 2015, 'Ukrzaliznytsia' transported about 300-350 million tons of cargo, but the volumes gradually decreased. In 2020, the volumes were about 305 million tons, and in 2021 – 315 million tons. Over six years, cargo losses amounted to approximately 10%. At the same time, the volumes of road transportation in the pre-war period increased by 40-50 million tons, indicating a decrease in demand for railway transportation.

Economic Consequences of Tariff Increases

Experts warn that a 20% increase in freight tariffs will lead to a 19% decline in freight flow. Volodymyr Husak, a transport expert, notes that:

'Ukrzaliznytsia' has created a vicious circle: an increase in tariffs leads to a reduction in cargo, decreasing revenues, which in turn may require new increases. Each tariff increase now means that some companies not only refuse railway transportation but also halt operations altogether.

Husak also calls for a moratorium on tariff increases for state monopolies during the martial law period, believing that 'increases in tariffs are a scenario in which everyone loses.' Another expert, Anatolii Amelin, adds that 'a 20% increase in freight tariffs will lead to nearly proportional declines in freight flow.' Currently, 'Ukrzaliznytsia' has over $1 billion in debts, which also highlights the complexity of the company's financial situation.

Thus, the increase in Ukrzaliznytsia tariffs could have serious consequences for the Ukrainian economy, especially in wartime conditions when economic stability is crucial.

The rising tariffs on freight transportation could lead to a decrease in the competitiveness of Ukrainian enterprises, which in turn will impact production volumes and employment. The economic situation in Ukraine is already difficult due to military actions, and additional costs for businesses could lead to even greater destabilization. In conditions of limited resources and high debts of 'Ukrzaliznytsia', the issue of tariffs becomes critically important for ensuring stability in the transport sector and the economy as a whole.
