Новий фінансовий стандарт: Максимальний дохід для отримання субсидій в Україні встановлено на рівні 4,660 гривень.

Utility Subsidies for 2026: Key Eligibility Criteria

According to Пенсії (RSS): In 2026, Ukraine's Pension Fund will determine eligibility for housing and utility subsidies based on a household's average monthly income. To qualify, the income per family member must not exceed 4,660 hryvnias. This system is a key part of the country's social safety net, helping vulnerable households manage essential costs. The calculation will use income data from tax reports filed for the third and fourth quarters of 2025, which must be submitted by February 9, 2026. For individuals who already received subsidies in 2025, the decision for 2026 will be made automatically without a new application.

Application Process and Further Assistance

Subsidies for utility payments are granted provided the family's average monthly total income per person does not surpass the established threshold. If the income exceeds 4,660 hryvnias, eligible individuals may apply for a separate housing subsidy instead. The Pension Fund will utilize information from the State Tax Service of Ukraine regarding the income of the applicant and their family members for the specified quarters.

It is important to note that contacting the Pension Fund authorities is not necessary, except in cases where there have been changes in family composition, place of residence, or the list of utility services required. These new measures are designed to streamline the subsidy process for citizens.

The introduction of these new rules for 2026 utility subsidies reflects an effort by Ukrainian authorities to optimize social assistance. By reducing administrative barriers and automating renewals, these changes aim to improve the efficiency of social protection, which is particularly significant given the current economic challenges. The automatic renewal for existing recipients is expected to lessen bureaucratic burdens and increase public satisfaction with these support services.
