According to ХВИЛЯ: Ukraine's Ministry of Defense has issued clarifications on the procedure for combat veterans to obtain and use voucher booklets for discounted intercity travel. This system provides crucial support for service members who have been granted official combat veteran status. The booklet is the key document for accessing this benefit and is first issued at the same time as the veteran's official identification card.

How to Obtain a Discounted Ticket

To receive a discounted ticket at a ticket office, a veteran must present both their official ID and the voucher booklet. The cashier will then remove the corresponding voucher in exchange for the ticket. It is important to note that this preferential status does not exempt veterans from adhering to the general rules and regulations of the transport carrier.

If a new voucher booklet is needed, active-duty service members must submit a report to their military unit commander, and the old booklet must be surrendered. In the case of a lost booklet, the issuing authority will conduct a verification of the circumstances before issuing a replacement.

Individuals with combat veteran status can choose one of two travel benefit options:

  • One round-trip journey free of charge every two years;
  • One round-trip journey with a 50% discount every year.

These guidelines from the Ministry of Defense underscore the state's commitment to supporting military personnel and veterans by ensuring access to benefits that aid their mobility. The established rules for obtaining and using the vouchers demonstrate a structured approach to organizing this social benefit, which is part of a broader framework of support for those who have served in defense of Ukraine.
