Reporting Address Changes for Beneficiaries

According to ХВИЛЯ: Individuals eligible for social benefits are required to inform the Pension Fund of Ukraine in writing within 30 days after changing their place of residence. This obligation applies to both the registered and actual living addresses. The notification can be submitted by the beneficiary personally or by an adult family member who is also entitled to benefits. This rule is outlined in sections 7 and 8 of the Regulations on the Register of Persons Entitled to Benefits, approved by the Cabinet of Ministers under Resolution No. 117 dated January 29, 2003.

Updating the Address in the Beneficiary Register

Once provided, the new address will be recorded in the Register of Persons Eligible for Benefits. Benefits related to housing and utility services are granted based on either the registered or actual residential address, which must be verified with supporting documents. Acceptable proof for an actual residence includes:

  • a certificate confirming registration as an internally displaced person;
  • a housing lease agreement.

If no documents are available, a local official from the village, settlement, or city council may conduct an inspection and create a report on the household’s living conditions.

It is important to note that some benefits are tied specifically to the place of residence. For example, subsidies for utility payments, as well as purchases of solid and liquid heating fuels and liquefied gas, may depend on the beneficiary’s address. Pensioners who worked in rural areas receive housing benefits only if they continue living in rural locations after retirement. This information is provided by the Pension Fund of Ukraine.

Updating residence information is crucial because it directly affects access to social benefits and can impact the financial support individuals receive.

Timely reporting of address changes helps prevent disruptions in benefit payments, which are often linked to specific locations. This requirement is particularly significant for pensioners who must meet residence conditions related to their professional backgrounds in rural areas to maintain eligibility for certain housing benefits.

It is essential for beneficiaries to stay informed about how to access subsidies tied to their actual place of residence. Understanding the necessary documentation can significantly impact the benefits one is eligible for, especially regarding utility support. For detailed guidance on this process, refer to how beneficiaries can secure subsidies based on their residency.
