South Korea Rekindles Ties with Russia Amid Fuel Shipments, Straining Relations with Ukraine
Південна Корея активно відновлює співпрацю з Росією на фоні постачань пального, що викликає напруженість у стосунках з Україною.

Renewed Engagement Between South Korea and Russia

According to Рубрика — Політика: South Korea has gradually resumed diplomatic and economic exchanges with Russia despite worsening ties with Ukraine. The primary focus of this renewed cooperation involves fuel deliveries to Russia, raising alarm among European allies. Relations between Seoul and Kyiv have deteriorated significantly following a dispute over the disclosure of information concerning two North Korean prisoners of war captured by Ukraine in January 2025.

During July and August, South Korea supplied Russia with over 176,000 tons of fuel, mainly diesel. Some shipments were transported by tankers currently under sanctions. While South Korea denies direct fuel exports to Russia, the issue remains highly sensitive for Kyiv. Vladyslav Vlasiuk noted that these fuel deliveries have helped Moscow alleviate shortages caused by Ukrainian strikes on Russian oil refineries.

Political Impact and International Reactions

Seoul's policy has sparked concerns among European partners. Under President Lee Jae-myung, South Korea has intensified its engagement with Russia, despite Moscow’s ongoing war in Ukraine and military ties with North Korea. The opposition party, People Power, criticized the government for escalating tensions with Ukraine while avoiding condemnation of Russia and North Korea.

Relations between South Korea and Ukraine further declined after Seoul withdrew its ambassador and reduced its diplomatic presence in Ukraine. President Lee accused Ukraine of breaching a confidentiality agreement following Ukrainian President Volodymyr Zelensky’s address to the UN General Assembly, where Zelensky revealed that Ukraine handed over two North Korean POWs to South Korea.

Lee Jae-myung emphasized that "the repatriation of North Korean prisoners of war is an extremely delicate matter with serious implications for diplomacy, national security, and stability on the Korean Peninsula."

In response, South Korean and Russian officials have engaged in discreet talks, appointing Son Yong-gil, a peace diplomacy advisor to the South Korean president and a recipient of Russia's Order of Friendship from Vladimir Putin, to lead diplomatic efforts.

The revival of South Korea-Russia relations amid Ukraine tensions could significantly reshape regional geopolitics. The increased fuel shipments to Russia concern Western countries striving to maintain pressure on Moscow over its aggression in Ukraine. Given the sensitivity surrounding the repatriation of North Korean POWs, developments in this area may have far-reaching consequences for stability across the Asia-Pacific region.

In light of the ongoing tensions, South Korea's recent diplomatic withdrawals from Ukraine add another layer of complexity to the situation. As Seoul continues its fuel shipments to Russia, the impact on its relations with Kyiv raises questions about the future of South Korea's foreign policy amidst the unfolding crisis.
