This annual event was originally established by Presidential Decree No. 693/2015 on December 9, 2015, with the first celebrations taking place on August 4. However, a later decree (No. 97/2018) moved the date to July 4 in 2018. The choice of this date holds deep significance: it was on July 4, 2015, that more than two thousand inaugural patrol officers took their oath of service on Kyiv’s Sophia Square, marking a pivotal moment in the country’s law enforcement reform.

Structure and Role of the National Police

The National Police of Ukraine officially began operations in 2015, following the passage of the Law of Ukraine 'On the National Police' by the Verkhovna Rada on July 2, 2015. The force is organized into multiple specialized units, including:

  • patrol police
  • criminal police
  • cyber police
  • prevention units
  • KORD (special operations corps)
  • explosive ordnance disposal service
  • special purpose police
  • investigative divisions

Combat units such as 'Liut', KORD, and rifle battalions carry out military missions alongside Ukraine’s Defense Forces.

Today, the National Police handles critical tasks including evacuating civilians, documenting war crimes, operating in front-line cities, and taking part in combat operations. Officers also assist rescue teams in clearing debris after shelling, detect sabotage groups, maintain order in liberated communities, and work alongside explosive ordnance experts to demine areas. Since the onset of the full-scale war, thousands of police officers have fought shoulder-to-shoulder with soldiers, demonstrating unwavering commitment to defending their country.
