According to Главком: On May 25, Poland issued a sharp response to Russia's Ministry of Foreign Affairs, which had called on foreign diplomats to evacuate Kyiv. Warsaw made clear that any strike on Polish diplomatic missions would be treated as a deliberate and intentional act of aggression. Earlier that same day, Moscow announced plans for consecutive strikes on Kyiv, citing a strike on a college building in the temporarily occupied city of Starobilsk in the Luhansk region as justification. Russia urged all foreign nationals, diplomats, and international organization staff to leave the city without delay. Just the night before, on May 24, Russia had already launched a massive assault on Kyiv using missiles and drones, damaging a residence housing the Albanian ambassador to Ukraine.

Poland's Ministry of Foreign Affairs emphasized that 'any instance of a strike on Polish diplomatic missions will be regarded as targeted and premeditated.'
