Combat Veteran Status in Ukraine

According to ХВИЛЯ: More than 250,000 Ukrainian service members were granted combat veteran status in 2025. Nearly half of these decisions were made automatically through a simplified digital procedure established under Cabinet of Ministers Resolution No. 1041. The Ministry of Defense of Ukraine reported that this automation has significantly streamlined the process for military personnel to obtain their status. This status is crucial for accessing a range of state benefits and recognition.

The system saw rapid adoption: in January 2025, 480 statuses were granted automatically, a figure that surged to 25,733 decisions per month by November of the same year. This growth highlights a clear and steady shift from paper-based to digital processing. According to the Department of Social Security, the system autonomously processes data entered by authorized personnel from military units into the Unified State Register of War Veterans. Data must be entered within 5 days of the start of a combat mission.
