According to Рубрика — Суспільство: More than 380,000 households located in designated frontline communities across eight Ukrainian regions are eligible to receive 19,400 UAH each as part of the "Winter Assistance" initiative. Applications for this financial aid can be submitted until October 30, 2026. Funds have already been allocated for areas within 20 kilometers of the frontline, while international humanitarian organizations will handle payments for households situated between 20 and 50 kilometers from the conflict zone.
Regions Included in the Program
The support covers communities in the following oblasts:
- Dnipropetrovsk
- Donetsk
- Zaporizhzhia
- Mykolaiv
- Sumy
- Kharkiv
- Kherson
- Chernihiv
Applications must be submitted in person through local government offices, Administrative Service Centers (CNAPs), Pension Fund branches, shelters, or homeowners’ associations (HOAs).
For households within 0-20 km of the frontline, payments will be transferred to bank accounts via IBAN or through Ukrposhta postal services. Households located 20-50 km away will receive funds via IBAN or through the international payment system WESTERN UNION. Each household is entitled to a single payment of 19,400 UAH regardless of the number of residents. Social services and local authorities assist people with limited mobility, but all applicants must submit their requests personally.
Denys Ulyutin, representative of the Ministry of Social Policy, emphasized: "Funds have already been reserved for all residents within 20 kilometers of the frontline. We encourage eligible individuals to apply and receive their support payments."
He also noted that "there will be no lengthy registries. Payments will be processed and distributed as applications are received and verified." He added that "applicants must apply in person to ensure proper identification and to select their preferred method of receiving funds."
