Nearly $80,000 Embezzled in Kyiv Park Renovations: Seven Officials Charged
Organized Fraud Ring Uncovered at KyivZelenBud
According to Прокуратура Київ: Authorities in Kyiv have dismantled an organized group of officials from the municipal association KyivZelenBud who embezzled approximately 3 million hryvnias (around $80,000) through inflated costs for repairs in four city parks. Seven individuals linked to the scheme have been officially notified of suspicion. According to investigators, the group operated under contracts signed in 2024 for the reconstruction of parks Nyvky, Orlyatko, Radunka, and Yunist.
The scheme involved artificially inflating the prices of materials such as concrete mixtures, reinforcing mesh, power cables, and paving tiles. These manipulations diverted public funds intended for the development of the capital’s green spaces. The suspects’ actions have been classified under Part 5 of Article 191 of the Criminal Code of Ukraine, which deals with large-scale embezzlement. The Kyiv City Prosecutor’s Office is overseeing the procedural aspects of the case.
Group Structure and Oversight Failures
The organized group included individuals in various positions, such as:
- the actual owner of a private company, who acted as the organizer;
- a former deputy general director of KyivZelenBud, who served as co-organizer;
- a deputy head of a department;
- a leading specialist in the cost estimation department of KyivZelenBud;
- three employees of the contractor company.
This case highlights the urgent need to tighten oversight of budget spending at municipal enterprises and prevent similar violations in the future.
