According to ХВИЛЯ: Drivers in Ukraine whose licenses have been suspended by a court order are encountering significant hurdles when trying to get them back. A key complication is that these drivers cannot request to have their confiscated license sent to a different Ministry of Internal Affairs (MIA) service center. The document is stored exclusively at the location specified in the case file, which creates a major obstacle for its retrieval.
The Process for License Reinstatement
The storage and accounting of these documents are governed by Cabinet of Ministers Resolutions No. 340 and No. 795. Drivers seeking to regain their licenses can take the required theoretical and practical exams at any MIA service center. However, if a driver takes the exams at a center different from where the confiscated license is stored, they will be issued a brand new license. In this case, they must pay the current fees for the new document and the administrative service.
If the exams are taken at the service center where the original license is physically held, the driver has the option to retrieve the old document or apply for a new one. It is crucial to understand that even if exams are passed elsewhere, the revoked license is not transferred between MIA departments. As specialists from the Main Service Center of the MIA emphasized:
“Revoked driver's licenses are not forwarded between MIA service centers.”
These complications in the reinstatement process may lead to an increase in the number of drivers unable to legally operate a vehicle. This situation could negatively impact road safety and the overall state of transportation in Ukraine. The established storage rules highlight the importance of following set procedures, though they also raise questions about the system's practicality and convenience for citizens. Navigating this bureaucratic process requires careful planning to avoid unnecessary costs and delays.
