Housing and utility sector workers will see their wages increased by approximately 40% starting January 1, 2026. This decision has been formalized through amendments to the Sector Agreement for 2023-2027, which were signed at the Ministry of Community and Territorial Development of Ukraine. This is reported by the Ministry of Development.

The document aims to enhance the social guarantees for housing and utility workers in the conditions of martial law and stabilize the operation of enterprises providing essential services to the population.

Wage Increase for Housing and Utility Workers from 2026

According to the updated agreement, the minimum tariff rate for a first-category worker will be at least 260% of the living wage starting from January 1, 2026. This means an average salary increase of 40%.

The Ministry of Development emphasizes that this decision will help industry enterprises retain qualified specialists and enhance the motivation of personnel working in difficult and dangerous conditions.

Allowances and New Coefficients

The updated Sector Agreement also provides for a number of additional changes:

  • Increase in payment coefficients for drivers of trucks, cars, and buses;
  • Introduction of a separate pay category for electric vehicle drivers;
  • Increased allowances for performing particularly important work, especially during martial law, up to 100% of the official salary;
  • Allowance for knowledge of foreign languages up to 15%.

Deputy Prime Minister for the Restoration of Ukraine - Minister for Community and Territorial Development Oleksiy Kuleba emphasized that this decision is a signal of respect for the people upon whom the functioning of critical infrastructure depends and an important step towards strengthening the social protection of housing and utility workers.

As a reminder, the Ministry of Development has launched a new platform called Transport Data Hub for data analysis in the field of transport, mobility, and logistics. This is an important step as earlier planning in this area was conducted without a complete picture of actual movements.
