Finnish PM Petteri Orpo Arrives in Kyiv for Strategic Discussions

According to Рубрика — Політика: On October 22, Finnish Prime Minister Petteri Orpo traveled to Kyiv to engage with Ukraine’s political leaders. His visit aims to reaffirm Finland’s commitment to Ukraine amid ongoing Russian aggression, assist with preparations for the approaching winter, and back essential reforms that pave the way for Ukraine’s accession to the European Union. A Ukrainian-Finnish business forum featuring over ten Finnish companies will also take place during this visit, fostering economic ties.

According to the Finnish government’s press office, Orpo previously visited Ukraine in May 2025 and August 2023. Since Russia’s full-scale invasion, Finland has extended nearly €5 billion in aid to Ukraine, including €3.6 billion in military support. The Finnish administration continues to champion reforms that facilitate Ukraine’s integration into Europe.

“Prime Minister Orpo will emphasize support for the reforms critical not only to Ukraine’s EU membership but also to its citizens, businesses, and economic recovery,” the government stated.

Ukrainian President Zelensky Holds Talks in Oslo

Meanwhile, on October 20, Ukrainian President Volodymyr Zelensky traveled to Oslo to meet with Norwegian officials, including Finnish President Alexander Stubb and Norwegian Prime Minister Jonas Gahr Støre. Discussions focused on pathways to end the war, energy assistance, the return of abducted children, construction of bomb shelters, bus programs, and other collaborative initiatives.

Zelensky outlined three joint projects with Norway aimed at strengthening defense capabilities:

  • Deployment of countermeasures against 'Shahed' drones within one and a half to two months,
  • Implementation of the European anti-ballistic missile program 'Freya',
  • Development of an air defense and communications project.

Expressing gratitude toward Norway’s parliamentary political factions for their support, Zelensky highlighted the importance of this partnership. Finnish President Alexander Stubb noted that

“the Oslo negotiations involving Ukraine, the US, and European partners yielded progress on peace efforts by shaping a shared vision and addressing short-term objectives.”

These high-level visits from Finland and Norway mark significant moves to deepen international backing for Ukraine amid the ongoing conflict.

The presence of top Finnish and Norwegian leaders signals a surge in global support for Ukraine’s resistance against Russian aggression. Prime Minister Orpo stressed the urgency of Ukraine’s winter preparedness and reform agenda, which are vital for its European integration. Concurrently, Zelensky’s meetings in Oslo underscore the critical role of international cooperation and resource mobilization to protect and rebuild Ukraine during this protracted war.

As Prime Minister Orpo reinforces Finland's support for Ukraine, it's important to note that Ukrainian President Zelensky is also actively engaging with European leaders to discuss critical matters such as peace initiatives and air defense.
