The 'eOselya' Preferential Lending Program

According to ХВИЛЯ: The 'eOselya' preferential lending program, which has been in operation for three years, has become an important tool for supporting Ukrainian families in acquiring housing. Thanks to this initiative, more than 22 thousand families have received new homes, and the total financing of the program has reached 38 billion hryvnias. In 2024, the financing volume amounted to about 15 billion hryvnias, indicating stable development of the program.

Growth of Activity in the Mortgage Market

It is worth noting that in 2021, the entire banking system issued mortgages worth 9 billion hryvnias, while in 2023, one company alone issued the same amount. This highlights the growth of activity in the mortgage market, where the 'eOselya' program occupies 97% of the market. As a result of the program's implementation, over 80 thousand citizens received new homes, of which about 11 thousand children acquired their own housing.

It is planned that by 2026, mortgage loans worth 20-25 billion hryvnias will be issued. Yevhen Metzger, a representative of a company actively working within the program, noted:

“And one single company, through digitalization, transparency, and speed, issued 9 billion in mortgages in 2023” - Yevhen Metzger.

He also emphasized the importance of the program for social security:

“About 11 thousand children have received their own roof over their heads” - Yevhen Metzger.

However, Metzger pointed out that 'we cannot satisfy everyone, but we will expand opportunities'. The 'eOselya' program continues to play a key role in providing housing for Ukrainian families.

The 'eOselya' program plays an important role in ensuring affordable housing for Ukrainian families, especially amid economic instability. Thanks to significant funding and the digitization of the process, the program has been able to attract a large number of families, indicating its effectiveness. Further plans to increase the lending volume by 2026 indicate an intention to support this initiative, which could positively impact the development of the mortgage market in Ukraine.
