The 'eOselya' Program: Support for IDPs

According to ХВИЛЯ: The 'eOselya' program was launched in September 2023 and is already showing active results. The state initiative of preferential lending supports internally displaced persons (IDPs) by covering 70% of the initial contribution for housing. As of December 2025, banks have approved over 800 applications from IDPs for housing purchases, indicating a high demand for this program.

The 'eOselya' program also allows for the purchase of housing up to 20 years old, expanding opportunities for families looking for a new place to live. To date, several dozen real loans have been issued, confirming the program's effectiveness in providing housing for internally displaced persons and residents of frontline areas.

Yevhen Metzger, a representative of the program, noted: 'The most difficult stage of the launch is behind us.'

Loan applications undergo a verification chain: the Pension Fund conducts a check, the bank makes a decision, and Ukrfinzhytlo ensures coordination. This structure allows for the effective implementation of the program and helps those who need it most.
