Support Program for Frontline Communities: How 2 Billion Hryvnias Will Work in 2026

According to Міністерство інфраструктури: In 2025, communities in Ukraine operated under war conditions, continuing the implementation of reforms and support programs, particularly in the framework of regional policy and public investment management. In this context, the Support Program for Frontline Territories was launched, covering 230 communities with a population of 6.6 million people. This program is an important element in supporting local initiatives and developing infrastructure under conditions of instability.

To implement the regional development strategy by 2027, an Action Plan for 2025-2027 has been approved. In addition, a State Target Program for the Just Transformation of Coal Regions of Ukraine has been adopted for the period until 2030. To ensure effective resource use, a Unified Project Portfolio for 2026 has been formed, which includes 131 investment projects and 64 programs.

In preparation for the implementation of these initiatives, 761 medium-term investment plans of communities and 21 plans of regional military administrations have been submitted. Funding through the State Fund for Regional Development for 2026 amounts to 2 billion Hryvnias, which is expected to become an important source of resources for local projects. Frontline communities, which received 260 million Hryvnias from partner communities, are also key elements of this process, as they provide additional support and exchange of experiences.

State Efforts to Strengthen Local Self-Government

In 2025, a draft law was passed aimed at ensuring legality and transparency in the activities of local self-government bodies. This step, along with the involvement of about 1,200 communities in the Together project, emphasizes the state’s efforts to strengthen local self-government.

Olexiy Kuleba noted: 'Communities in 2025 worked under continuous challenges while simultaneously building tools for sustainable development and effective governance.'

Thus, the support program for frontline communities in 2026 aims not only at financial support but also at creating conditions for sustainable development in wartime, which is an important step towards strengthening local communities and their capabilities.

The support program for frontline communities reflects the state's efforts to strengthen economic stability and social infrastructure during wartime. Funding of 2 billion Hryvnias is critically important for implementing investment projects that can improve the lives of residents of frontline territories. It also emphasizes the importance of collaboration between government institutions and local communities in facing the challenges they encounter.
