'Veteran Sports' Program Postponed from October 2026 Launch, Relaunch Set for 2027

Instead, a permanent relaunch is planned for 2027, featuring a revised funding approach aimed at providing targeted support exclusively to veterans actively engaged in sports.
Initially, the 2026 budget allocated 600 million hryvnias to the program, with expectations to assist 100,000 beneficiaries each quarter and receive approximately 300,000 applications over three quarters. However, actual participation dramatically exceeded projections, reaching over 800,000 users within the same timeframe. Due to this overwhelming demand, funding was increased to more than 1.2 billion hryvnias-over double the original estimate. All funds designated for the program in 2026 have now been exhausted, including those returned from previous periods.
The Ministry uncovered instances of misuse, such as cash withdrawals and funds being spent for unintended purposes. Officials emphasized that reallocating resources from other areas to 'Veteran Sports' is not possible, as those funds are reserved for one-time financial aid to veterans. While the exact structure and budget for 2027 are still under development, the draft budget proposes a substantially larger allocation.
Ruslan Prykhodko, a Ministry spokesperson, stressed, 'The October phase of the program will not proceed. All resources allocated for this year have been fully utilized, including returned funds from prior periods. The state budget’s priorities remain focused on the front lines and Ukraine’s defense forces.'
He further explained, 'These figures reveal two key points. First, the program is genuinely needed. Second, its mechanism requires refinement. We've established a national movement around veterans' sports.' Prykhodko clarified, 'This does not imply the program is ineffective or flawed, but it does highlight the need to improve its framework to ensure support reaches only those veterans who are actively involved in sports and truly require assistance.'
Outlook for 2027
The program is set to continue on a permanent basis in 2027, with adjustments that reflect actual demand and address shortcomings identified this year. 'The program’s format and funding levels are still being finalized, but the next year’s budget draft includes a significantly larger sum,' Prykhodko added. The Ministry remains engaged with the sports community and private sector to bolster support for veterans.
