Kyiv District Prosecutor Takes Legal Action Over Power Contract

According to Прокуратура Київ: The Shevchenkivska District Prosecutor's Office in Kyiv has filed a claim with the city's Commercial Court over allegedly inflated electricity prices. The case targets additional agreements attached to a 2024 power supply contract signed by the Education Department of the Shevchenko District State Administration. According to investigators, price hikes were applied without adequate documentation proving shifts in the market, and they exceeded legal caps, causing more than UAH 3.2 million in damages.

The claim is being pursued on behalf of the state, represented by the Education Department. Under the original deal, a private company was contracted in 2024 to supply electricity, and several supplemental agreements later adjusted the rates. Prosecutors say those increases were unjustified, lacking both documentary evidence of market changes and compliance with statutory limits.

What the Prosecutor Demands

The prosecutor's office is asking the court to void the supplemental agreements and order the return of the overpaid funds to the budget. The Commercial Court of Kyiv has already opened proceedings and scheduled a hearing. The alleged loss to public funds is estimated at over UAH 3.2 million.

This case highlights the need for strict adherence to procurement and utility-supply regulations. A ruling against the agreements could affect how budget-funded institutions handle contracts and how private suppliers face consequences for deals with state agencies. The outcome may also set a precedent for similar disputes elsewhere.
