The problem of 'closed framework agreements' in defense procurement

According to hvylya.net: Businessman Oleg Mitrokhin believes that the transparency of defense procurement provided by the ProZorro system is under threat due to the introduction of 'closed framework agreements'. This mechanism, regulated by the Cabinet decree №1275, may restore corrupt practices of previous years, according to him.

The selection procedure for participants in the framework agreement, its results, and the subsequent procurements are absolutely non-public. Neither the public nor journalists nor even the State Audit Office have access to this information.

According to Mitrokhin, such a system creates conditions for manipulation and collusion, as the customer can influence the outcome of the bidding, obtaining complete information about the participants. This procedure also creates a dangerous precedent of manual control over public finances and destroys fair competition, which poses a threat to Ukraine's national security.
