Stalemate Between Moscow and Kyiv

As the conflict drags on, Russian President Vladimir Putin has shifted his strategy toward seizing more Ukrainian territory through military force. His plan is to expand his demands once Moscow gains full control over the Donbas region. Talks between the two sides have been deadlocked since February, and the outlook now appears dire.

Ukrainian officials report that success in Donbas would enable the Kremlin to issue new territorial claims. Putin intends to raise the stakes for any ceasefire by broadening his territorial demands. “the reality is that Russia is still trying to achieve victory on the battlefield while sticking to maximalist demands”

- actions that contradict any willingness to negotiate. Putin previously signaled readiness to halt the war along current front lines, but now refuses compromises, as noted by a participant in behind-the-scenes talks.

Putin is also expected to argue that Ukraine should cede the Kherson and Zaporizhzhia regions, which Russia claimed to annex in 2022. During last year’s summit with Donald Trump in Alaska, he proposed freezing the front line in those areas. Putin’s true ambitions likely extend to establishing control over Ukraine at least as far as the Dnipro River.

Putin has rejected offers of European mediation, as well as Ukraine’s request for a summit on neutral ground. As a potential European interlocutor, he proposed former German Chancellor Gerhard Schröder. However, according to Kai Callas,

“it would be unwise to let Putin choose Europe’s representative.”

Amid these developments, tensions remain high. Russia’s 2024 Victory Day parade was scaled back-missing armored vehicles for the first time in nearly two decades due to the threat of Ukrainian strikes. Ukraine now feels less vulnerable to U.S. pressure for a quick deal, signaling a potential shift in the conflict’s balance of power.

With growing friction between Moscow and Kyiv and Russia’s refusal to compromise, the prospects for peace talks grow increasingly dim. Mutual accusations and a lack of dialogue progress only worsen the situation, risking further escalation. Given the Kremlin’s strategic ambitions, Ukraine must prepare for potential new challenges ahead, particularly regarding territorial claims and military operations.
