Ratification of the European Union Loan Agreement

According to Мінфін: Ukraine’s Verkhovna Rada has ratified a €90 billion loan agreement with the European Union, with funds earmarked for use in 2026–2027. The move is designed to bolster the country’s financial stability amid ongoing economic challenges.

IMF Talks and Reform Support

At the same time, a mission from the International Monetary Fund (IMF) and Ukrainian officials are launching discussions under the first review of the new Extended Fund Facility program. This represents a critical step toward securing continued financial backing for Ukraine.

As part of this collaboration, Serhiy Marchenko and Mathieu Mori addressed the financial resilience of Ukrainian communities and the need to support reforms for post-war recovery. In addition, Ukraine’s government approved a draft of a new Customs Code aimed at improving customs procedures. The parliament also passed in its first reading a draft amendment to the 2026 state budget.

The ratification of the EU agreement and the ongoing IMF negotiations underscore Ukraine’s commitment to stability and reform during a difficult economic period. External financial assistance is vital for the country’s recovery and the implementation of planned reforms, especially in the context of post-war rebuilding. Changes to the Customs Code could also help improve the business environment and simplify customs procedures, which is essential for economic growth.

As Ukraine navigates its financial challenges, the EU's requirement for the country to eliminate parcel tax breaks could significantly impact its access to additional funds. This demand is crucial for unlocking €8.4 billion in aid, which is essential for Ukraine's ongoing recovery efforts.
