Ukraine’s Draft Law on Basic Social Assistance

According to ХВИЛЯ: On May 28, Ukraine’s Verkhovna Rada passed draft law No. 15094 in its first reading, with 235 lawmakers voting in favor. This legislation introduces a single, streamlined form of state support for low-income families, merging several existing benefit types into one unified system.

Under the proposed framework, the new basic social assistance will replace current payments, including:

  • allowances for single mothers raising children,
  • benefits for large families, and
  • payments in cases where parents avoid child support obligations.

Individuals of retirement age who do not qualify for a pension due to insufficient insurance record will also be eligible for this new aid. The benefit amount cannot fall below the subsistence minimum for working-age individuals, which currently stands at 3,328 hryvnias.

The first member of a household will receive 100% of the base amount, with each subsequent family member also receiving 100%. Payment levels for people with disabilities will be set by the Cabinet of Ministers. The bill aims to align Ukraine’s social support with European approaches-combining cash benefits and social services into a single system, offering individualized assistance to each family, and proactively identifying those in need.

As a result, low-income families in Ukraine will access one consolidated form of state aid instead of navigating multiple separate payments.
