Signing a Contract with the NHSU Is Not Required When Registering in the eHealth System
Registration in the Electronic Healthcare System (eHealth)
According to Міністерство Здоров'я: Two separate processes-registering in the Electronic Healthcare System (eHealth) and signing an agreement with the National Health Service of Ukraine (NHSU)-should not be confused. All medical facilities, regardless of ownership type, must register in eHealth to meet licensing requirements. The system's primary goal is to create a unified electronic medical record for each patient, storing their health data regardless of where they receive treatment.
It is crucial to understand that registering in eHealth does not obligate a healthcare facility to sign a contract with the NHSU or participate in the Medical Guarantees Program. This means medical institutions can complete their eHealth registration without any interaction with the NHSU, preserving their autonomy in managing healthcare services.
Documents Required for Entry into eHealth
Certain documents must be submitted for inclusion in eHealth. The mandatory documents include:
- Medical certificates for birth and temporary disability (MCN and TDC);
- e-Prescriptions for medicines and medical devices;
- Records of prescriptions for reimbursable medical devices;
- Medical records that serve as the basis for creating medical certificates and e-Prescriptions;
- Referral and prescription records for medical services provided under the Medical Guarantees Program or other state-funded programs;
- Referral records for expanded neonatal screening of newborns;
- Results of rehabilitation assessments, rehabilitation interventions, and updates to medical records within individual rehabilitation plans.
Therefore, eHealth registration is a key step for medical facilities, ensuring compliance with licensing requirements while offering convenience and access to medical data. At the same time, the decision to enter into a contract with the NHSU remains at the discretion of each facility.
