According to Главком: Over the past 2.5 years, Ukraine has carried out 4,215 public procurement procedures for road repair and maintenance. These tenders resulted in 383 winning entities, including 36 municipal enterprises. A massive 96% of the total funding-12.2 billion UAH-went specifically to road repair contracts. Notably, 60% of all procurements, worth 7.8 billion UAH, were concentrated in 2025 alone.

Among the winners, 20 companies captured 85% of the total sum, amounting to 11 billion UAH. Leading the list are the municipal enterprise 'Shliakhrembud' and LLC 'Vestashliakhbud,' each securing 2.5 billion UAH. In 2025, LLC 'Avtostrada Group of Companies' emerged as the top earner with 14.7 billion UAH in revenue, while in 2024, LLC 'Avtomahistral-Pivden' led with 13.2 billion UAH.

Participant Profile and Regional Distribution

In 2024, total procurement spending reached 3.3 billion UAH, and in the first 3.5 months of 2026, winning bids already totaled 1.8 billion UAH. Breaking down the participants:

  • 290 out of 383 entities operate in the construction sector, with 217 specifically building roads and highways;
  • 30 companies are active in the transportation industry;
  • 12 enterprises produce concrete goods;
  • 10 companies list 'Water collection, treatment, and supply' as their primary activity.

Data shows that the highest number of registered companies are based in Kyiv and the Kyiv region-33 and 43 respectively-with significant concentrations also in Lviv, Volyn, Poltava, and Vinnytsia regions. Procurements under CPV code 45233142-6 'Road repair' account for 96% of the total sum, while CPV 45233140-2 'Road works' totals 741.7 million UAH, and CPV 45233141-9 'Road maintenance' amounts to 48.8 million UAH.

Notably, a single contract won by LLC 'Ukravtobud' makes up 62% of all procurements under CPV 45233141-9, valued at 29.99 million UAH. Until February 2024, Vadym Yermolenko was a participant in LLC 'Ukravtobud.' Meanwhile, Halyna Yermolenko-who has served as director of the Economic Development Department of the Kamianske City Council since 2017-is linked to these enterprises.

LLC 'Vestashliakhbud' lists Hanna Lavreshyna-daughter of former lawmaker Yuriy Lyubonenko-among its participants and ultimate beneficial owners, with the company belonging to the 'Lyubonenko Family Group.' LLC 'European Road Construction Company' also secured contracts worth 1.25 billion UAH over the last three years and won 46 tenders totaling 6.5 billion UAH between 2025 and 2026.

This analysis of Ukraine’s public procurement reveals that a substantial portion of the state budget is funneled into road repair and maintenance, highlighting the critical importance of this issue for improving national infrastructure.
