Rivne Cancelled the Limit on Beneficiaries in Transport: What Changed on October 1

In the Rivne community, starting October 1, beneficiaries can travel in one bus or trolleybus without restrictions on the number. This new rule applies to both public and private transport. It changes the conditions under which passengers could previously be denied free travel. Previously, preferential transport cards were introduced in Rivne, which needed to be validated. This was reported by the acting Mayor of Rivne, Viktor Shakyrzian.

Beneficial Travel in Rivne: What Changed on October 1, 2026

From now on, the number of passengers entitled to free travel in the cabin is not limited. The decision applies to both communal buses and trolleybuses, as well as to the transport of private carriers.

«All passengers in the preferential categories who are entitled to free travel according to the legislation and decisions of the Rivne City Council can use public transport without limiting their number in the cabin of the vehicle», — was noted in Shakyrzian's post.

Previously, private carriers had a limit on the number of beneficiaries they were obliged to transport at the same time. One of the reasons was the lack of a compensation mechanism for their expenses. The new rules mean that a passenger can use the benefit regardless of how many other beneficiaries are already traveling in the cabin.

Validation of the Preferential Card in Rivne Remains Mandatory

Free travel does not cancel the requirement to register the trip. During each trip, a passenger must apply their personalized preferential transport card to the validator and wait for confirmation. This data is needed for passenger flow accounting and calculations with carriers.

«Each of them has the right to use the benefit regardless of the number of other beneficiaries in the cabin», — explained in the message.

Validation remains part of the accounting system: earlier, the city had already recorded over 57 thousand preferential trips in the first days of cashless payment.

Who Is Entitled to Free Travel in the Rivne Community

To avail the benefit, one can use a personalized transport card or a paper certificate. The city authorities' message lists the following categories:

  • combatants and individuals with disabilities as a result of the war;
  • one person accompanying a person with a group I disability due to the war;
  • family members of deceased or deceased veterans, defenders, and defenders of Ukraine;
  • family members of defenders who went missing or were deprived of personal freedom due to armed aggression;
  • family members of military personnel who died, passed away, or went missing during service;
  • children with disabilities under 18 years old, orphans, and children deprived of parental care.

For passengers in these categories, the change removes the restrictions related to the number of beneficiaries in transport. At the same time, the right to free travel must still be confirmed by a card or certificate, and the trip must be validated. In Rivne, preparations were also underway for the transition of transport to cashless payment, so trip accounting remains important for the operation of this system.
