Resilience Plans for Ukrainian Regions

According to Главком: Ukraine's National Security and Defense Council (NSDC) has approved resilience plans for every region of the country except the capital, Kyiv. This decision was made during an NSDC meeting held on March 3. Kyiv's mayor, Vitali Klitschko, has expressed concern over political pressure and a lack of state assistance in preparing the city for the winter season. He stated that Kyiv submitted its proposals to the Ministry for Communities and Territories Development on time but did not receive the necessary support.

Kyiv has been granted additional time to finalize its resilience plan. However, Ukrainian President Volodymyr Zelenskyy noted that the capital is not ready for winter. He cited examples of other cities and regions that already have approved plans, such as:

  • Kharkiv
  • Mykolaiv
  • Zaporizhzhia
  • Dnipro
  • Kyiv Oblast

Zelenskyy also indicated that his infrastructure advisor, Oleksandr Kubrakov, is prepared to assist Kyiv with winter preparations if coordinated joint work is organized.

“Unfortunately, today we were made to understand that Kyiv will not be helped for now,” stated Vitali Klitschko.

He emphasized the difficult situation in the capital and urged Kubrakov to focus on the city's energy sector. President Zelenskyy added that the mayor has full authority, and if the capital requires state aid, then 'we will help them to the maximum extent.'

Kyiv was required to have its resilience plan signed by the mayor following approval from the city council. The situation in the capital remains complex, with visible tension between the city's administration and state authorities. This comes at a critical time as Ukraine continues to face challenges to its infrastructure.

The Critical Need for Governmental Cooperation

The situation in Kyiv underscores the vital importance of coordinated efforts between local and central governments, especially in preparing for the harsh winter months. Uncertainty over funding and support could hinder the implementation of resilience plans, which are crucial for maintaining essential services in the capital. Continued dialogue between Mayor Klitschko and President Zelenskyy, along with the involvement of experts like Oleksandr Kubrakov, could be key to overcoming the current challenges.
