According to Главком: Kremlin spokesperson Dmitry Peskov has stated that Vladimir Putin is willing to hold talks with Volodymyr Zelenskyy, but only once a final agreement framework is in place. Ukrainian officials have dismissed this as part of a disinformation campaign. Andriy Kovalenko, head of the Center for Countering Disinformation under Ukraine’s National Security and Defense Council (NSDC), told 24 Channel that Russia is trying to convince Donald Trump that Moscow seeks peace while Kyiv is supposedly obstructionist.

Core Conditions and Stances

Russia’s key demand remains control over Donbas-a condition Ukraine flatly rejects. President Zelenskyy and NSDC head Kyrylo Budanov have made clear that not a single inch of Ukrainian territory will be ceded to the enemy. According to the NSDC, Russia intends to sustain active assault operations through spring and summer.

Kovalenko stated: 'Putin is ready to meet, but Ukraine doesn’t want peace. That’s a lie. Putin is not ready to meet.'

He added that Putin 'can only try to shift blame onto Ukraine, even though the international community understands who started the war.' Zelenskyy has expressed willingness to engage in trilateral talks-excluding Russia and Belarus. The situation remains tense, and the next moves by both sides could significantly shape regional developments.

Against the backdrop of these recent statements, the international community is closely monitoring the Russia-Ukraine dynamics.
