During this period, Russian military units have been ordered to completely halt combat operations, including stopping strikes by missile forces, artillery, and long-range precision weapons. The use of attack drones against infrastructure linked to Ukraine's military-industrial complex and armed forces has also been suspended, according to the announcement.
The Russian Defense Ministry has called on Kyiv to follow suit, warning of an appropriate response if the ceasefire is violated. As part of that threat, the ministry signaled the possibility of a massive missile strike on central Kyiv if Ukraine attempts to disrupt the May 9 celebrations. Additionally, Russian authorities warned civilians in Kyiv and staff at foreign diplomatic missions to leave the city in a timely manner.

The idea of a May 9 ceasefire first surfaced in late April, when Kremlin aide Yuri Ushakov stated that Russian President Vladimir Putin had discussed the proposal during a phone call with U.S. President Donald Trump. However, Ukrainian President Volodymyr Zelenskyy confirmed that Kyiv had received no official communication from Moscow. In an effort to preserve peace, Zelenskyy announced his own silence regime starting at midnight on May 6, but Russia violated it immediately after it took effect.
