Russia's Assault on Ukrainian Energy Infrastructure

According to Главком: Russia has ignored a personal request from U.S. President Donald Trump to halt strikes on Ukraine's energy grid for one week. These attacks are continuing amid winter weather, a time when the country critically depends on stable electricity and heating supplies, leading to widespread power outages. Ukrainian President Volodymyr Zelenskyy and reports from the publication 'Glavcom' confirm that Russia has failed to honor an agreement to refrain from targeting Ukraine's energy facilities. This comes as Ukraine's energy system, already damaged by years of conflict, faces immense strain.

The U.S. President personally appealed to the Kremlin to pause strikes during diplomatic efforts. However, Russia disregarded this request, concentrating its attacks on Ukraine's energy sector, particularly in Kharkiv. As a result, tens of thousands of homes in Kharkiv were left without heat and light. Energy Minister Denys Shmyhal confirmed that the occupiers targeted thermal power plants (CHP and TPP) that provide heating for key regions, including Kyiv, Kharkiv, and Dnipro.

Russia's Unreliable Promises

Volodymyr Zelenskyy stated that Russia did not keep its word, noting that the Kremlin's 'response' to Trump's request was a 'ballistics record' of continued strikes. He emphasized that Russia's promises are unreliable, asking, 'if their word is not kept now, what can we expect next?'. The Ukrainian President remarked that 'they lied before this war too' and expressed conviction that the Russian side is again attempting deception, using winter cold to pressure Ukraine.

According to official information, from February 3, 2026, hourly power outage schedules and capacity restrictions for industrial consumers will be implemented across all regions of Ukraine, highlighting the severity of the situation in the country's energy sector.

This situation underscores the critical vulnerability of Ukraine's energy infrastructure under external aggression. Winter attacks on energy facilities not only threaten the living conditions of the population but also call into question the country's ability to maintain stability in its energy sector. Russia's failure to adhere to international understandings indicates an escalation of the conflict and demonstrates a lack of readiness for negotiations, which could impact future diplomatic efforts by Ukraine and its partners.
