According to ХВИЛЯ: Russia proposed to the USA a barter between Venezuela and Ukraine, which became known thanks to Fiona Hill's testimony during hearings in the US Congress in October 2019. According to her, the Kremlin expressed its readiness to give the United States freedom of action in Venezuela in exchange for Washington not interfering in Russia's actions in Ukraine. This indicates Moscow's attempt to divide spheres of influence in both countries.

She emphasized that Russia seeks to reach a compromise, but does not forget about its interests. 'You want us to get out of your yard, but you are on our yard in Ukraine,' she added, pointing to the complexity of the geopolitical situation.

Moreover, Moscow actively supports the regime of Nicolas Maduro in Venezuela, having sent about 100 military personnel and weapons to the country. It is noteworthy that during this time the situation in Syria has also changed: President Bashar al-Assad was overthrown just over a year ago, which may indicate that Russia is looking for new allies in the region.

Dmitry Medvedev's expression that 'the law of the stronger is obviously stronger than ordinary justice' underscores Russia's position in international relations. These events and Russia's proposals indicate the complexity of the geopolitical game between major powers and their allies, raising concerns in the global community.
