Russia Eases Legal Barriers for Foreign Nationals Joining Its Military

According to Рубрика — Суспільство: In an effort to bolster its armed forces, Russia has simplified the process for foreign nationals to obtain legal status and enlist under contract. According to Ukraine’s Foreign Intelligence Service, Russia intends to deploy at least 27 Yemeni citizens to the conflict in Ukraine. The recruitment and registration of Yemeni recruits involve coordination with Russian military authorities. This legalization framework is based on Russian President Vladimir Putin’s decree No. 821, issued on November 5, 2025, which establishes a temporary procedure for granting Russian citizenship and residence permits.

How Foreign Recruits Are Brought Into the Russian Military

The recruitment strategy consists of two main steps:

• Granting the foreign individual legal residency status in Russia through a streamlined process;
• Enlisting the individual into contract-based military service.

In July 2026, Lieutenant K. Pervushin formally requested the FSB border service to legalize the stay of specific Yemeni nationals. This initiative involves multiple Russian agencies, including military units, the FSB border service, and military commissariats.

By May 2026, at least 2,965 citizens from 36 African countries have served or are currently serving in the Russian armed forces. Intelligence reports indicate a plan to recruit approximately 18,500 foreign nationals throughout 2026. Among the identified Yemeni recruits are very young individuals born in 2006 and 2007, highlighting Russia’s willingness to send even teenagers into combat in exchange for money and promises of legal residency, according to the Ukrainian Foreign Intelligence Service.

To counteract these recruitment efforts, Ukrainian agencies-including the Coordination Headquarters for Prisoner Affairs and the Ministry of Foreign Affairs-have launched an informational platform aimed at exposing Russia’s foreign military enlistment practices.

This development signals Russia’s intensified reliance on foreign nationals to fill its military ranks, possibly reflecting challenges in maintaining troop levels amid ongoing conflict.

Recruiting young people from countries with unstable conditions forms part of a broader strategy that risks exacerbating regional security and humanitarian crises. Ukrainian authorities remain vigilant, actively working to mitigate threats posed by these recruitment activities to their national security.
