Russia and Ukraine Launch Peace Talks in Abu Dhabi

According to ХВИЛЯ: Russia is sending a higher-level delegation than before to negotiate with Ukraine in Abu Dhabi, with talks scheduled to start on November 10 under the mediation of the United States. The Russian and Ukrainian teams will be led by Vladimir Medinsky and Rustem Umerov, respectively. The discussions will focus mainly on post-war security arrangements and political issues. This diplomatic push comes amid an escalation of military actions by both nations.

Delegation Members and Roles

The Russian delegation is headed by Vladimir Medinsky, a presidential aide, and includes key figures such as:

  • Sergey Ryabkov
  • Mikhail Galuzin
  • Igor Kostyukov
  • a senior General Staff officer

Sergey Ryabkov, who oversees Russia's relations with the US and Iran and handles arms control negotiations, brings significant international diplomacy experience. Medinsky has been involved in talks with Ukraine since 2022, starting with the Istanbul meetings. Igor Kostyukov previously led the Russian delegation in Abu Dhabi in January this year.

On the Ukrainian side, the delegation is led by Rustem Umerov, head of the Foreign Intelligence Service. Other notable members include Kyrylo Budanov and Davyd Arakhamia. The Kremlin confirmed that security mechanisms for both countries after the conflict will be a central topic during the discussions.

Volodymyr Zelenskyy stated: 'These talks are challenging, but we must move onto a diplomatic path to end the war. We coordinate closely with our partners. Ukraine is doing everything possible to achieve peace.'

However, President Zelenskyy also warned of risks, noting: 'It is dangerous if Russia attempts to initiate negotiations based on a new security infrastructure in Europe. This poses an even greater threat to the EU.'

The talks were prompted by a meeting in Moscow last October between President Putin and Steve Witkoff, a special envoy of former US President Donald Trump. They agreed to resume trilateral discussions. Meanwhile, the frontline remains tense: Russia continues heavy attacks on Kyiv and other major cities, targeting energy and transport infrastructure, while Ukraine has intensified strikes on Russian oil refineries and energy sites since late October.

Donald Trump remarked: 'In my view, Russia and Ukraine are genuinely trying to reach an agreement for the first time.'

These negotiations represent a critical opportunity to advance peace efforts amid ongoing conflict. The inclusion of senior officials and the shift in delegation composition highlight both sides’ commitment to finding common ground. Given the current military intensity, the talks on security and post-war policies could have far-reaching consequences for regional stability. International observers will closely monitor the outcomes, which may influence the future course of the war and Ukraine’s relations with global partners.

As the diplomatic landscape evolves, it's important to consider the broader implications of these negotiations. Recently, US envoys and former President Trump have been discussing an updated peace proposal for Ukraine, which could significantly influence the upcoming talks in Abu Dhabi. Understanding this context can provide deeper insights into the challenges and opportunities faced by both nations in their pursuit of peace.
