According to ХВИЛЯ: On January 23-24, a two-day round of consultations took place in the United Arab Emirates involving Ukraine, the United States, and Russia. The central topic of these negotiations was the establishment of a demilitarized zone in eastern Ukraine. However, the Russian delegation, led by Sergei Ryabkov, flatly rejected a proposal from Western and Ukrainian diplomats to deploy peacekeepers from neutral nations into the occupied territories of the Donetsk region.

The Russian side demanded the complete surrender of positions by Ukrainian forces, justifying its stance by stating it did not wish to see an international contingent in the region. Commenting on the outcome of the talks, Sergei Ryabkov noted:
