The Situation in Donetsk Oblast

According to Главком: The primary obstacle to peace negotiations between Ukraine and Russia is Russia's insistence on being granted the entirety of Donetsk Oblast, including the 20% of the region it does not currently control. During a hearing of the U.S. Senate Foreign Relations Committee, U.S. Secretary of State Marco Rubio identified this territorial issue as the most difficult element of the dialogue. Ukraine has categorically rejected making any territorial concessions, which complicates the search for a compromise. This demand is seen as a continuation of Russia's expansionist goals that sparked the full-scale invasion in 2022.

Negotiations and Ukraine's Position

The United States may join the next rounds of talks, which are expected to take place in Abu Dhabi. Volodymyr Zelenskyy has stated that Ukraine will under no circumstances cede the Donbas to Russia as part of a peace agreement. The Ukrainian President is also prepared for direct negotiations with Russian dictator Vladimir Putin to settle these issues.

Ukraine aims to sign a 20-point peace plan, yet the status of Russian-occupied territories and the Zaporizhzhia Nuclear Power Plant remain unresolved. Rubio emphasized that for Ukraine, even discussing the possibility of border changes is extremely difficult.

Meanwhile, Steve Witkoff and Jared Kushner will not participate in the negotiations.

Consequently, the territorial question of the Donbas remains the key barrier to a peaceful resolution of the conflict between Ukraine and Russia. Ukraine's position on the inadmissibility of territorial concessions underscores the critical importance of sovereignty and territorial integrity to its national security. While U.S. involvement in the talks could provide additional support for Ukraine, the complexity of the territorial issues leaves many uncertainties for the negotiations ahead.
