Russian Forces Pressure POW Families to Register Starlink Terminals: Risks and Ukraine's Response

Russians demand Starlink registration
Сім'ї полонених під тиском російських військових: як реєстрація терміналів Starlink може вплинути на їхню безпеку та реакцію України.

Threats Posed by Russian Occupying Forces

According to Главком: Russian forces are threatening the families of Ukrainian prisoners of war, demanding they officially register Starlink satellite terminals. The Coordination Headquarters for the Treatment of Prisoners of War has documented instances where the occupiers attempt to exploit the vulnerability of Ukrainian servicemen's families. Reports indicate that terminals registered by Ukrainians could then be used against Ukraine and its citizens. This raises major concerns, as registering a terminal could lead to criminal liability if it is subsequently used to operate drones that damage infrastructure and endanger lives. This tactic represents a new form of psychological and technological warfare against Ukrainian civilians.

Measures Taken by Ukraine's Ministry of Defense

In response to these threats, Ukraine's Ministry of Defense has successfully disabled illegal Starlink terminals. This action is part of a broader government effort, which passed a resolution to implement a 'white list' for authorized Starlink devices. Soon, only verified and registered terminals will be operational in Ukraine, aiming to mitigate the risks of their illicit use on the battlefield.

Furthermore, the Defense Forces already utilize a separate, secure communication channel through the Delta system, which enhances operational security. However, the disruption has had significant operational costs. Advisor to the Minister of Defense, Serhiy Beskrestnov, noted:

This situation underscores the critical importance of controlling technology use within the context of Ukraine's national security and defense. These events highlight the complexity of modern warfare, where communication technologies can serve as both protective tools and potential threats. Given the occupiers' active measures, Ukraine must take all necessary steps to protect its servicemen and their families, while ensuring the security of technologies that could be exploited for aggressive purposes. It is vital for state authorities to continue refining control and security mechanisms in this sphere.
