According to Главком: Following a massive overnight Russian bombardment, communities in Ukraine's Kharkiv region, including Izium and Balakliia, have been left without electricity. All emergency services are now operating at an intensified level to restore power to the area. The heads of the Izium and Balakliia city military administrations have urged residents to remain in safe locations.
Attacks Across Other Cities
The wave of strikes also impacted several other Ukrainian cities, notably:

- Kyiv Oblast
- Dnipro
- Sumy
- Konotop
In Konotop, located in the Sumy region, a children's educational institution, private homes, and other infrastructure objects were damaged. Furthermore, due to damage to the heating system in Kharkiv, coolant will have to be drained from one of the city's largest thermal power plants. These attacks are part of a sustained Russian campaign to degrade Ukraine's civilian infrastructure, which began in the fall of 2022.
