According to Главком: According to Estonia's Foreign Intelligence Service, the Kremlin is using dialogue with the United States purely to buy time, with no intention of substantive cooperation. The head of Estonian intelligence, Mikk Marran, expressed serious concerns regarding Vladimir Putin's intentions toward Ukraine, stressing that there is no genuine willingness for constructive dialogue in his plans. This assessment comes from a key NATO ally sharing a border with Russia, offering a critical perspective on Moscow's strategic patience.

Marran stated that his conclusions are based on intelligence gathered from internal discussions within Russia. He emphasized that

“there is absolutely no discussion about how to cooperate with the US in a meaningful way”

, indicating that the Kremlin remains committed to its strategic goals with no intent to alter its stance on international affairs.

Outlook on the Situation in Ukraine

The Estonian intelligence chief also pointed out that Putin

“still believes in his mind that he can actually achieve a military victory (in Ukraine) at some point”

, suggesting the Russian leader is clinging to his ambitions despite external pressure and international sanctions. Marran added that these illusions are

“so deeply ingrained in his mind”

that they could influence the Kremlin's future decisions.

A White House official responded to Marran's comments by stating that the president's negotiators have made 'tremendous progress' in talks aimed at ending the war in Ukraine. However, in Marran's view, the situation in Russia indicates that Putin

“is definitely getting some wrong information from his officials”
